I have an LLC in NJ and live in NJ. However all my business income is from NY. I issued 3 1099s and efiled them with IRS. Do I need to submit copies to NJ or NY?

I’m pretty sure NY doesn’t require copies. NJ is what I am unsure of. Like I said I live in NJ and my LLC is registered in NJ but the work I issued the 1099s for was conducted in NY

Where you need to file is based on the rules for each state your business exists in (always) and operates in (in this case, NY). So you must take a look at the requirements separately. 

For NJ, you are required to file a copy with the state, but only for 1099s that you issued for more than $1,000 (unlike federal's $600 threshold) or if you withheld any state income tax (doesn't sound like that would apply here). If your 1099s had more than $1,000 in box 7, you should file copies with NJ. Learn more at the NJ 1099 form filing instructions here.

For NY, you are correct that they don't require form 1099-misc filings for paying workers or businesses. Software used to file your federal 1099s, can be used to quickly file copies with your state as well.

Thank you.i used turbo tax to efile the 1099s to the IRS. Does TurboTax have the capability to allow me to efile the 1099s to NJ?

Your welcome. The 1099s you file through TurboTax Home & Business are through the Quick Employer Forms software, which only does federal not state. However, the link I included above states that you can  submit photocopies of the form 1099s to the state. The address to send them to is listed there as well, under the 2nd paragraph under section "22."

"Payors must file Form 1099 information returns with a letter of
transmittal on or before February 15 following the close of each
calendar year. However, the Division will consider these forms timely
filed if they are submitted no later than the Federal filing deadline of
February 28, 2005. Form 1099 information returns with a letter of
transmittal should be sent to: State of New Jersey-Division of Taxation,
Revenue Processing Center, Gross Income Tax, PO Box 248, Trenton,
NJ 08646-0248."
